    1. What should be done when PI or Collaborator is out of the country, as such unable to obtain signature?
PI, Co-PI or Collaborator to attach a memo, stating that permission was granted by NHG R &D. Upon the return of the party who was out of the country, send in another copy of the signature page with the missing signature.

    2. If one of the Collaborator is from an overseas organization, is the signature of the collaborator required? If yes, what are the ways to do this?
The Collaborator who is from the overseas organization is to sign the signature page first and then followed by the PI and collaborators who are locals upon receiving the page from overseas. In the event that the original signed copy is delayed, submit a fax copy of the signed page from overseas with a memo indicating the date when the original will be submitted. Upon receiving the original, send it to the NHG R&D Secretariat to be replaced.

    3. Can the same study be applied under two different category?
No, one study under one category only.

    4. If the HOD is the PI or one of the collaborators, can he/she also sign as the HOD?
If HOD is the PI or one of the collaborators, a person of the next higher position should sign off as the HOD.

    5. Do we need to submit 2 additional journal articles together with the research proposal for small projects?
The R&D secretariat adviced that it is better to provide the two additional journal article. The proposals will be peer reviewed locally, as such the journal article will provide better background of the project/proposal in the event that these reviewers do not have enough knowledge of the proposal/project. With the journal article you would not be at risk of your project/proposal be reviewed based on limited knowledge of the reviewers.

    6. What can be done if the PI is unable to provide the 2 journal articles requested for Project grant, e.g.. because there has not been any previous studies on the particular project?
PI is to write a memo indicating the reason for not attaching the journal articles.

    7. In the application guidelines for project Grants, it was stated that Principal Investigators had to be Registrars and above. Can I check if this applies to small projects under the Start-up Funds category as well? Can a MO apply as a Principal Applicant?
The guideline for the PI applies for start-up funds as well. The suggestion is to put the MO as a co-PI or one of the collaborators and to name someone who is a registrar or above to be the principal investigator.

    8. Is there a similar duration limit of 2 years for small projects under the Start-up Funds category, as there is for the main Research Projects? Are 12-monthly progress reports and a final report also necessary for small projects?
The duration limit is for project grants. According to the R & D Secretariat, the duration for a start-up funds should be shorter as start-up funds are given so that you can kick-up the project while waiting for your major grant to be approved.

    9. Is there also a commencement limit of 6 months (from the date of approval) for small projects under the Start-up Funds category, as there is for the main Research Projects?
Yes the commencement limit of 6 months applies.

    10. What happens when the Principle Investigator (PI) of the project is away for the duration of the project?
The PI has to authorise one of the collaborators to act on his behalf to sign the claim forms. A formal letter has to be given to NHG indicating this authorisation and name of person acting on your behalf.
    Letter should be addressed to:
    Professional Policy & Planning
    National Healthcare Group
